President Hu Jintao referred to "create conditions to enable more people to ownproperty income" in his report for the first time on the party’s Seventeenth NationalCongress in2007,farmers’ property income is the focus issuein this report. The fact thatthe proportion and the absolute value farmers’ property income in our country is toolow,the urban-rural gap is too large, single source of property income,most farmers lackof initiative and control over the property incomeis a true portrayal, how to increase thefarmers’ property income effectively is particularly important.At the same time, thestatus quo that a large number of rural residential landis unused,the farmers cannot relyon the assets to generate income. It should be noted that between the above two issuesare not completely independent,it provides a feasible road that will solve the problem ofproperty income of farmers through revitalize the "sleeping" assets in the farmers’ hands.Because of this Consider these two issues at the same time, not only an effectivesolution to the problem of farmers’ income, but also to solve a series of problems of therural residential land idle, for example,the land resources waste and so on.Firstly,this paper analyzes the farmers’ property income status quo on the basisofempirical research and data analysis, put forward that by means of rural residentialland usufruct can improve property income of farmerseffectively. Secondly, this paperanalysis the issue that the rural residential land usufructcan be achievedcirculationobjectively from three aspects of legality, legitimacy and necessity.The articleputs forward the countryside of Chongqing that one of the national synthetically reformtesting district in urban and rural areas as the main target object of study according tosituation of the circulation of rural residential land usufruct finally, to ensure thefeasibility of the research.Thirdly,this paper puts forward that do the right is aprecondition and dynamic gameas a theoretical basis for the circulation of ruralresidential land usufruct, analyzes the interest relations of different stakeholders,andputs forward three means to increase farmers’ property income: the traded mode of landtickets, the mortgage ofrural residential land usufruct and housing endowment, andformulated specific operation flowcharts respectively. Finally,this paper presents aproposal to improve the financial supporting construction throughthe theoreticalanalysis and the contrast that China and the United States financial status quo to meetthe financial infrastructure to increase farmers’ propertyincome and ensures the integrity of the structure of the article.Through the existing rural homestead policy combing, the analysis of the statusand overall grasp,the paper proposed the ways that not only improve the utilizationefficiency of rural homestead, but also increase farmers’ property income is aninnovative point. Three ways to increase farmers’ property income that the traded modeof land tickets, the mortgage ofrural residential land usufruct and housing endowmentapplicable todifferentranges facilitate the farmers to choose the property income growthpathwaysuitable for themselves...
