Research On Green Cycle Development Strategy Of Hunan Hengyang Songmu Industrial Zone

With the rapid development of economy in China, the industrial zones “blossom”. They have become the gathering place of enterprise development and growth pole of economic take-off, and play important roles in promoting the economic development, constructing harmonious society, and realizing the Chinese dream of great rejuvenation of the Chinese nation. However, the frequent problems in the development of the industrial zones, such as safety accidents, resource waste, and inefficiency, have seriously affected the ascension of the development level of industrial zones. To realize sound and rapid development and make industrial zones follow green cycle development becomes an inevitable trend. Songmu Industrial Zone, as a pilot zone of national circular economy, national hi-tech industry base, national new industrialization industry demonstration base, the most influential industry zone in the comprehensive reform pilot cities of national “resource-economical and environment-friendly society”, the largest salt chemical industry base in central south region of China, has the conditions, ability and necessary to take the lead to implement and carry out the national policy, and develop green circular economy in the process of promoting circulation economy development.By taking Songmu Industrial Zone as the research object and on the basis of the reference and summary of a lot of domestic and foreign research literatures and the related theoretical knowledge, domestic and foreign scholars’ views on how economy, resources and environment mutually influence and restrain are analyzed. Besides, the definition of green circular economy is preliminarily discussed. Standing in the perspective of the development of green circular economy and the ascension of economic benefit, the development status of circular economy in China and the green circular economy of Songmu Industrial Zone is summarized. Besides, through the form of questionnaires, the problems existing in the circular economy development of Songmu Industrial Zone was figured out. By finding its strengths, weaknesses, external opportunities and threats in the process of development, the optimal green development strategy was obtained by means of scientific analysis. In addition, detailed implementation plan is formulated so as to improve the management level of circular economy development of Songmu Industrial Zone.The following development strategy thought is proposed: it should take the scientific concept of development as the guide, take the principles of reduction, reuse, and resource utilization, rely on resource advantages of well mineral salt, take salt chemical industry as the main carrier of the development of circular economy industry cluster, understand and grasp the flow direction, flow volume and mutual relations of materials in the industrial zone system, and find the ways to improve resource utilization efficiency, reduce energy consumption, reduce emissions, and promote the competitiveness of the Industry Zone. In addition, it should recreate the development mode of circular economy and achieve the best combination of economic, technology and resource and market advantages,build up a resource-sharing and reciprocal salt chemical industry economic system with virtuous cycle in 5 years, and provide standard demonstration for the circulating transformation of specialty industrial zone.
