Look Into The Development Of Hunan Hengyang Songmu Industrial Park's Cyclic Economic

After the 1990s, the development of cyclic economic has been drawn a wide attention and become the trend of the world economic growing. It has been adopted by many developed countries as the main and significant way to implement the sustainable development strategy, which has positive effects on their developments. Nowadays, the chemistry industry is conducting the ladder-type industrial restructuring with integration. So forming the regionalization, intensification and integration becomes the main trend of the developing chemistry industry. However, the chemistry industry is an industry with high energy consumption and high pollution, so it is confronted with dual pressures when establishing the industrial park. On the one side, it should keep a sustainable and rapid economic growth, and on the other side, the environment protection should be enhanced as well. Thus it could improve the usage efficiency of energies and resources by developing the recycling economic and improving the clean production, and the demand on natural resources and the influence on environment could be minimized as well. Therefore, it is undoubted to be an effective way to mediate the conflict between economic development and environment protection fundamentally.Hunan hengyang Songmu industrial park is approved by the Hunan provincial people's government at the provincial level in industrial park, and it is Hunan province's "salt chemical industry base", "small and medium enterprise business base", and will be an important chemical production base in central south China region. The park is with abundant resources as the backing, chemical industry as the main body, emphasizing on the development of those industrials such as brine chemical, fine chemical industry, non-ferrous metal processing and so on. This paper provides a macro analysis on the industrial park's site, size, nature and layout based on the related theories and practices of the domestic and foreign ecological industrial parks with the combination of the advantages of the Songmu industrial park itself and profound background, and through the current situation and features of industry to avoid the major decision-making mistakes. Besides, it analyzes the advantages and disadvantages of establishing cyclic economy park for the Songmu industrial park in detail according to the environment status of the park as well as the characteristics of the existing industries in the park. With the method of combining theory research and status analysis, this paper is targeted to formulate the environment management and ecological planning of the industrial park to maximize the protection of the natural environment and recourses. Moreover, it proposes detailed goal and implementation plan based on the development targeting, the industrial investment planning and project planning, the environmental improvement and ecological construction, the main supporting infrastructure and etc., which is aiming at making beneficial attempt for the macro-control industrial parks' construction, preventing and controlling pollution on the source, protecting the ecological environment, and ensuring the sustainable development of Songmu cyclic industrial park.
