| Recent years, facing to such a grim traffic situation, the Shenzhen Government is taking traffic demand control policies to improve it. One of policies is the on-street Parking Charge Policy which wants to transfer trip mode from car to the bus. This paper establishes an evaluation system and models to evaluate the performance of on-street Parking Charge Policy considering the traffic, economic, environmental and social factors. The evaluation results will help to improve the on-street parking charging scheme. This evaluation system and models provides technical support for the implement of parking policy in the whole Shenzhen city and also can be a good example for other cities.Firstly, this paper provides a precise introduction about the on-street parking policy in Shenzhen including the implement background, content of the policy and implements effects, and also raises the requirement of systematic evaluation of the effects of the policy in a quantitative way.Secondly, based on the public policy attribute of parking policy and analysis of the existing theory and methods for public policy evaluation, this paper establishes a comprehensive evaluation system from traffic, economic, environmental, social aspects considering the aims and features of on-street parking policy of Shenzhen.Thirdly, based on the established evaluation system, this paper tries to build up an evaluation model using the analytic hierarchy process method for the on-street parking policy of Shenzhen. Several indexes are selected for this evaluation model.Finally, this paper carries out an evaluation instance about the on-street parking charge policy of Shenzhen and intend to make a comprehensive evaluation by the survey results which got by the investigate of four aspects (transportation, economy, environment, society survey) from four experiments and four comparison area.This paper also find something that may be the policy need to improve and put forward suggestions based on these issues. |
