Strengthen the screening standard of University Science Park (USP) incubation project before start-up settled, could improve the USP effective-recognition-ratio and incubation-success-ratio when introducing high-quality projects into the park, and it helps to maximize the ability of USP Small and Medium Enterprises (SMEs) innovation platform, focus on professional field, build innovative inspiration together, guide academic directions, improve the yield-ratio of industrial research transformation, and accelerate incubated enterprises growth.Based on a comprehensive and systematic analysis of screening factors of Science Park of Beijing University Chemical Technology (SPBUCT) incubation project, combined with the SPBUCT large chemical industry professional features, "13th five year" strategic function planning and relying on universities-academic strengths Beijing University of Chemical Technology (BUCT), this article works out some key evaluation indexes which have great influence for the SPBUCT incubation project selection by using systematic analysis, literature comparative study, investigation questionnaire analysis, Analytic Hierarchy Process (AHP) method of quantitative analysis etc. From "macro-environment", "incubation environment" and "incubation object" these three dimension, design and present "national and regional planning, policy constraints", "incubator space, facility constraints," "incubation advanced and innovative projects "and other 13 index. Aim at 6 class index for indicators characteristics,5 class index of incubated environmental conditions, the two dimensions of a total of 11 indicators, using expert questionnaire survey, taking national and regional government chiefs, USP and other similar incubator senior managers, innovation and entrepreneurship angel investors etc.100 experts as survey objects, to get the evaluation of industry recognition and relative important degree. According to the results, the relevance and weighing factor should be given a quantitative analysis by AHP analysis.
