In recent years, although the competition is becoming fiercer and fiercer, the banking industry has been occupying the leading position of our country's financial system. Thanks to a series of economic stimulus policies launched by the end of 2008, Bank business scale and the level of profitability achieve rapid growth for 4 consecutive years. Yet since 2013, the situation was reversed rapidly, Commercial banks face the economic downturn, the rise of the Internet, the rapid development of regulatory and direct financing, the liberalization of financial marketsand other major challenges. So "New normal" has become a new formulation of China's macroeconomic situation and characteristics, also brought about the new changes in the financial environment. How to achieve business transformation quickly, in order to adapt to the new normal, to seek new breakthroughs, to achieve a new leap, become new topics in front of Minsheng Bank at all levels.This paper, use the "new normal" as the background for China Minsheng Bank Hengyang branch as the research object, based on the local economy and financial development in Hengyang, relying on the author's own work experience, analyze the various internal and external environment and related factors in China Minsheng Bank Hengyang branch, put forward strategic positioning and strategic objectives in line with the current situation. And combine the superior strategic orientation for specific and detailed, determine the regional development strategy of Hengyang branch should focus on "characteristic, transition, actual effort, closed" four words, outstanding management features, innovative business model, to get rid of the homogenization of competition, enhance core competitiveness, promote good and fast development of business. That is:(1) Company business should highlight the "characteristic" business. Company's business should continue to take the road of specialization, manage the new urbanization, new industry information, cultural tourism and other industries professionally, and innovate in the business and product model.(2) Retail business should highlight the “transition”. Which's first is the business center of gravity, second is the team building, third is the target market, the last is the management.(3) Risk control should highlight the “real effect”. Implement the mechanism construction and risk management, strengthen risk prevention and investigation work from the risk, security, technology, operations, etc.(4) Team building should highlight the “closed”. Company should be people-oriented, by close to the reality, narrow the distance and close to the frontier, combine the construction of enterprise culture with many kinds of practical activities, real cohesion of the “home” culture of Minsheng Bank; At the same time, tap the potential of human resources, improve team's comprehensive quality and management level.
