Drought Pastoral Areas Special Governance Research Type Living In Poverty

Along the road of building a moderately prosperous society in all respects, poverty problem has become the key issue having negative influence on the coordination between economy and society and the sustainable development in China.To build a well-off society in an all-round way, the key point is to completely change the basic living condition of people in poor areas. Only when people in poverty region have enjoyed comfortable life, can we achieve well-off society in the true sense and achieve the Party's grand goal. At present, the problem of unbalanced, uncoordinated and unsustainable economic development is still serious. As the deadline of completely building a well-off society in an all-round way is getting closer and closer, it is increasing urgent to solve poverty problem.Since the reform and opening up, with great importance and vigorously support of the CPC Central Committee and under the joint efforts of all nationalities people, the people's life in arid pastoral areas have been improved. And the improvement of infrastructure construction in arid pastoral areas has pushed forward its local economy into expeditious and rational development. At the same time, we see that the the overall deterioration of ecology in arid pastoral area is still out of control and people's living standard there is still commonly lower than that in farming areas because of its slow social development. No matter seen from any aspect, number and proportion of poverty population or poverty degree, pastoral areas are still the poorest areas in the overall development. Only when pastoral areas have walked out of poverty, can the farming area even the whole China move forward. the poverty problem has great influence on the security and stability in Chinese border area, ecological safety and national unity, thus it should be attached great attention to, and more powerful measures should be implemented to help people in pastoral areas to achieve prosperity.Since 1978, the division of pastoral and semi-pastoral areas has been adjusted for many times. Today,China has 268 pastoral and semi-pastoral areas, increasing from 187 ones in 1978,mainly distributing in Inner Mongolia, Tibet, Qinghai, Gansu and Sichuan provinces or autonomous regions. There are about 50 million people in these areas from over 40 nationalities. Pastoral areas are the special area that can not be ignored, it is the key and difficult points for poverty relieving and better off.In the thesis, the author firstly explores and presents the research trends of the pastoral areas poverty theories from domestic and overseas. And next, the author makes a detailed analysis the current poverty situation of Xilinguole pastoral area and its causes, and thus lays the foundation of providing effective measures to deal with poverty problem there. At last, the author summarizes the development of poverty relief model in Xilinguole pastoral area, and puts forward some reasonable suggestions based on the analysis of the existing policies and measures.
