Study On The Particularity And Countermeasures Of Precision-target Poverty Allevi Ation In Pastoral Areas

The impoverishment of people living pastoral areas is the key and difficulty of poverty alleviation in China.President Xi Jinping stressed in his inspection tour in the Inner Mongolia Autonomous Region in July 16,2019:"We should pay attenti on to preventing out of poverty population back into poverty again,and we should explore and establish a long-term mechanism to stably cast off poverty,and we sh ould ensure that we can target genuinely poor households.We need to integrate po verty alleviation and rural revitalization,which aims to increase the endogenous dyn amic of development.of poverty-stricken areas and consolidate the achievements of poverty alleviation." Now we have reached the last stage of tackling key problem s and pulling out the stockade.This paper takes the particularity of targeted poverty alleviation in Hulunbuir p astoral area as the major entry point,and it focuses on the relevant theories and co nducts in-depth research on the issues related to targeted poverty alleviation in Hul unbuir pastoral area through literature research,field research,comparative research and other major research methods.This paper first introduces the general situation and poverty level of Hulunbuir pastoral area,and it describes the implementation of targeted poverty alleviation in Hulunbuir pastoral area.It also studies the particular ity and special problems of targeted poverty alleviation in Hulunbuir pastoral area,such as:The economic vulnerability of herdsmen caused by frequent natural disast ers,high production costs,herdsmen's separation from the market and single mode of production in Hulunbuir pastoral area is difficult to be effectively solved.There are some special problems in the formulation and implementation of policies,such as the selection of industrial projects,the inapplicability of moving activity in pasto ral areas,and the construction of new pastoral areas.The infrastructure in pastoral areas is not sound enough and herdsmen lack cultural confidence.At the same time,"the right of self-determination" and "self-governing power" have not been effectiv ely implemented and insufficient attention has been paid to the spiritual poverty all eviation of herdsmen.At the ending of this paper,in view of the particularity of ta rgeted poverty alleviation in Hulunbuir pastoral area and the construction of new pa storal area,this paper provides related counter-measures and suggestions,such as im proving the social security mechanism,adjusting the existing policies,focusing on p overty alleviation in spirit and paying more attention to poverty alleviation in educa tion in the pastoral area.
