The balanced scorecard is an advanced performance measurement system in the era of knowledge economy. Balanced score card from the four aspects of financial, customer, internal operation, learning and innovation, put the strategy of the organization to actual operation of indicators to measure, let employees at all levels of the enterprise, to deeply understand the organization's goals and strategies,improve the ability of learning and innovation of members in the organization. The balanced scorecard is more concerned the driving factors that promote the financial performance, not only focus on the completion of the current goal, but also pay more attention to the long?term development of enterprises. Therefore, from the perspective of learning and innovation of the Balanced Scorecard to study its impact on enterprise performance, will be more conducive to explore and study the improvement of enterprise performance.The era of information environment of enterprise development needs innovation and knowledge?based employees,traditional organizational learning behavior has not been able to meet the development of enterprises,enterprises should carry out Inter?Organizational Learning and cooperation, not only share each other's knowledge resources, have a keen foresight and creativity, but also can produce innovative advantages, promote the improvement of performance.With the rapid development of global economy,the enterprise market environment changing, in order to maintain long?term and stable development, it must keep up with the development of economy, walk at the forefront of the market. For small and medium?sized manufacturing enterprises in our country, it is particularly important to learning and innovation.In this paper, based on the perspective of learning and innovation in the Balanced Scorecard,from the inter?organizational learning theory and organization innovation theory, around the relationship between inter?organization learning and organization innovation and enterprise performance, aims to clear that how inter?organizational learning and organization innovation to affect the enterprise,provide theoretical guidance for Chinese enterprises to carry out the inter?organizational learning.This article first has carried on the literature review and summary, has been clear about the object of study, this paper defines the researchelements and dimensions. Secondly, on the basis of the theoretical derivation to build the research model between inter?organizational learning, organizational innovation, and performance,proposed hypotheses that how inter?organizational learning effect performance, how organizational innovation effect performance and the influence of inter?organizational learning to organizational innovation.And then analysis the case of Kangli Prescription, combining theory with practice. Finally, using questionnaire survey to investigate the 202 companies in Yangtze river delta region in China, using the structural equation model to verify hypotheses.Research shows that the elements of inter?organizational learning, trust,knowledge transfer and integration, and absorptive capacity has a positive effect on corporate performance; exploratory innovation and exploitative innovation has a positive effect on corporate performance; trust, knowledge transfer and integration,and absorptive capacity all have positive effects on exploitative innovation, trust and absorptive capacity has a positive effect on exploratory innovation. This study results show that the level of inter?organizational learning of enterprise's significantly affects organizational innovation and performance, provides a theoretical reference for enterprise managers to establish inter?organizational learning,and improve the enterprise performance.
