This thesis analyzed pig breeding industrial restructuring policies in Jiaxing City after ―Huangpu River floating dead pig incident‖ occurred, including: the necessity and the feasibility of local government to fulfill the functions of environmental protection, the effectiveness of policies implementation, and the improved recommendations of pig breeding industrial restructuring policies in Jiaxing City.This thesis analyzed the current situation of pig breeding industry development in Jiaxing City, it has experienced four stages of development, showing six characteristics. Through the use of comprehensive comparative advantage index estimates that pig breeding industry in Jiaxing city has certain advantages in Zhejiang Province, but the advantages were built on a huge hidden environmental costs. Currently pig breeding pollution has been showing signs of deterioration. This thesis argues that pig breeding pollution in Jiaxing City reasons partly because of market failure factors, and partly because the government defaulting factors. These results indicate that the government needs to pass the ― visible hand ‖ to strengthen the regulation of pig breeding industry, to achieve the purpose of environmental protection.This thesis described pig breeding industrial restructuring policies in Jiaxing City. And found the policies in the implementation process were still facing a lot of problems. This thesis use evolutionary game theory approach, built pig breeding pollution evolutionary game model to analyze the influence of factors can contribute to pig breeding pollution, and study the effects of pig breeding industry restructuring policies in Jiaxing City on pollution control. This thesis argued that deficiencies in four areas of pig breeding industry restructuring policies in Jiaxing City.This thesis made recommendations for improvement: the first guild farms(households) restructuring; the second is to strengthen governance; the third is to encourage public participation. And summarized the referential significance of the policies for other places. |
