As the rapid development in economy, automobile industry entered the high-speed growth period, the development of automobile industry consumes large amount of energy resources, and accordingly, here comes the environment problem, utilization of waste resources and security issue caused by the rapid growth of discard amount of automobile which brings big challenge to the sustainable development of the auto industry and attracts widespread social attention. Building a recycle and comprehensive utilization system corresponding to the actual demand of our country's automobile's discard amount will be the solution to the development bottleneck.This article's perspective is based on the Circular Economy theory, and the whole paper is guided by the principle of Extended Producer Responsibility, combined with direction of the theory of Reverse Logistics, puts the recycle mode as the research content. This article analyze current situation of Xiamen's end-of-life vehicles recycle and utilization,and makes a summary of Europe, the United States, Japan and other auto industry developed countries' successful experience in the field of end-of-life vehicles recycling as the reference of our end-of-life vehicles recycle and utilization system building. As the same time, the article analyze the existing shortcomings combined with the actual conditions of Xiamen's end-of-life vehicles recycling development, finds out the problems of Xiamen's institution such as low recycle utilization rate, unsound information system and policy deficiencies, then puts forward the following suggestions:The first countermeasure is to perfect Xiamen's recycle and utilization system by selecting a suitable recycle mode, building the end-of-life vehicles recycle reverse logistics system and a bracing system which can support the reverse logistics operation.The next is to establish the end-of-life vehicles recycle platform consists of recycle management information system, vehicle dismantling information system, components re-manufacturing management information systems and material recycling management information system.The third point is to build the end-of-life vehicles recycle industrial base realizing a large end-of-life vehicles recycling processing, improve recycle rate and recovery value.Last is creating a policy to help Xiamen's end-of-life vehicles recycling, making the system more efficient by price regulation, tax revenue regulation and financial subsidy.
