| In recent years, as Henan building materials, and metallurgical industry of fast development, traditional of resources depletion type economic and social development of contradictions increasingly sharp, ore increasingly depleted, and resources increasingly exhausted, and ecological environment was serious damage, its high inputs, and high consumption, and low efficiency of economic growth way unsustainable, limited of resources hosted with overload of population, and environment burden, only by spell resources, reproduction of economic growth way is impossible lasting of, must for mining of cycle economic development, change economic development mode, change mineral resources consumption had fast, and utilization low, regeneration resources using rate low of extensive mineral resources development using way of background ,what made Henan province non-metal mineral resources utilization must go cycle economic development of road.This article based on recycling economy development theory, literature studies, field research, using qualitative and quantitative study on how to implement circular economy idea in the development and utilization of mineral resources, combined with the actual situation of the non-metal mineral resources exploitation and utilization in Henan province and the practical experience of foreign circulating economic, made based on circular economy of exploitation and utilization of Nonmetal mine countermeasures in Henan province.Concluded for the non-metallic minerals industry in Henan province needs from exploration and the development of circular economy tailings of dressing, product development to thoroughly implement the principle of circular economy development, government regulation, policy incentives, corporate awareness combined with advanced science and technology, construction supervision and management of common non-metallic minerals in Henan province based on circulation economy development and utilization of new models. |
