Guangdong is one of main rice growing areas in China, which belongs to one of the 13 major grain production provinces. Guangdong is the main producing areas of rice production in China and suitable for the cultivation of double cropping rice because of rich natural resource, adequate light and excellent ecological environment. Huizhou had become a high-quality rice production area in Guangdong province because it had unique geographical and climatic advantages. But in recent years, with the increase in population and rapid development of the rural economy, agricultural non-point source pollution situation is very grim, not only directly affect the quality of soil, water and atmospheric environment, but also caused the threat to rice production, human health and the regional agricultural development. At the same time, the level of agricultural production in mountainous areas is still lower and the difference between regions is larger, the backward mechanization level restricts the rice production of local residents.In this study, the results showed that:1.Average grain output per acre and the average grain possess per capita in Hengli town began to decline in recent years. From 2012-2013,decreased by 11.68% and 15.74%, respectivel A. Agricultural output fell 1.42% from2011-2015. Rice planting area and rice yield respectively reduced by 23.97% and20.42%from 2010 to 2015.2. The government have been improved the degree of management organization and vigorously developed the construction of irrigation. The effective irrigation area is about47842 acres in 2015, accounted for 42.47% in the total effective irrigation area of four famous in Huizhou city(Hengli Town, Maan town, Luzhou town and Ruhu town).3. The total power of agricultural machinery is 12227 k W, accounting for 22.05% in the total power of four towns. The government had increased subsidies for small town topurchase machinery and equipment. The subsidies for Hengli town reached more than 40 million RMB in 2015, accounted for 83.44% in four towns.4. While agricultural non-point source pollution is serious because of the unreasonable use of chemical fertilizers. In 2015, the use of chemical fertilizer reached 3042 tons,accounting for 32% in four towns, which seriously restricted the sustainable use of paddy and rice quality.5. At the same time it still exists some problems and shortcomings:(1) the shortage of labor and raising cost of rice production;(2) farm machinery infrastructure is not maturity;(3) low degree of organization and poor awareness of land circulation;(4) agricultural machinery and agronomic technology is not match;(5) government still needs to strengthen the support of the small town.Through the analysis of current status of rice production in Hengli town and pointed out its some shortcomings, drawing the experience of the developed countries from control agricultural non-point source pollution and mechanization in hilly areas, so as to promote the production of rice and improve the level of rice mechanization production and rice development in Hengli tow.
