The development of enterprise groups in China is a product of reform and opening up, which mainly comes from the government to promote and regulate the enterprise group. The scale continues to expand, with the internal branches increase, involved in the industry and the industry continues to expand, the quantity and quality of employees have become increasingly large, Human Resources Department of the group must have comprehensive human resources management and control capabilities, however, many groups in the Department of human resources management subsidiaries control is still in the single enterprise management mode, the lack of group human resources management thinking, the subsidiary company human resource management and control of each module type appeared in all kinds of problems and changes to make targeted countermeasures and solutions the sub company, management is based on a "broad brush" control mode. In line with the actual group and its subsidiary human resources management Control mode, in the increasingly fierce competition of the social environment, it is particularly important.YK group as one of the leading and representative enterprise in the domestic coal industry in the country, the research is influential. At first, the paper collects and summarizes domestic and foreign literature research, to YK group company as a case, the development of strategic development history of YK group the present situation of personnel and other related materials were collected and summarized the present situation of personnel of the company, staff allocation and human resources management conducted in-depth interviews and questionnaire survey, combined with related theoretical research and then found out the existing YK group human resources management and control model of the problem, through a comprehensive analysis of the results of questionnaire and interview, according to the present situation of YK control the group,the paper puts forward the following countermeasures:(1) Reviewing by the YK group human resources management control points, the distinction between critical control points、key control points and control points. The author of the general human resources planning, group recruitment, training and development, performance appraisal, salary management and personnel flow and other aspects of the process review, identify control the human resource management, combined with the questionnaire survey results were analyzed, according to the division of control points in different statistical scores:the critical control points, critical control points and control points. According to the general group of companies currently in the process of human resource management problems and deficiencies, combined with the key control points of use, re analysis and optimization of the subsidiary work flow.(2) Through the questionnaire survey and interview analysis, using qualitative and quantitative method of combining, the group human resource planning, recruitment, Training and development, performance appraisal, investigation and analysis of control status of compensation and other aspects, the control status of each sub company and three kinds of control mode based on the combination of key control points of carding and use, five subsidiary control mode has been adjusted, and the different control modes of re division of responsibilities.(3) YK group based on the current situation of human resource allocation, construction of the matching and the company’s human resources recruitment and training plan.For the division of responsibilities and process optimization to protect human resources management, the problems exist in the various control means, to enhance the overall level of YK group’s human resources management, this paper puts forward the safeguard measures of human resource management and control work of the group company, which is to establish a platform for sharing human resources system; To build a full training system; The establishment of core talent pool management system.According to the background and development process of YK group, comprehensive domestic and foreign scholars on the human resources management control theory, it analyzes the advantages and disadvantages of the state-owned parent company subsidiary in human resource management and control type, which finds out their own mode of human resources management, it has significance and reference value for large enterprise of human resources management and control.
