| With the gradual depletion of fossil energy, the rise of low carbon economy, wind power as a clean energy, in recent years has been rapid development. Since twenty-first Century, China's wind power installed from accounted for 2% of the world to account for 1/4 of the world, has been firmly occupy the first position in the world. In this situation, it is of great significance to strengthen the economic and social benefit evaluation of wind power projects. The basis of this study at home and abroad, using the method of literature research and case analysis, combining qualitative and quantitative analysis method, based on X wind power project as an example, starting from the basic concept and theory of project management and evaluation of social and economic benefits, establish the system of power generation project comprehensive rating index and social economic benefits, improved the analytic hierarchy process, comprehensive social and economic benefits of X wind power project was evaluated, and proposed to improve the comprehensive economic benefits of X wind power project strategy for. Through the research of this paper, it is helpful to enrich the research on the evaluation of social and economic benefits of electric power projects in China, which provides a theoretical reference for the investment decision-making of wind power construction investment enterprises. To guide investment in wind power construction enterprises pay attention to project economic evaluation of social benefits, improve the scientific investment decision, to reduce the blindness of investment projects, and optimize the resource distribution of the project, reduce project risk, improve the efficiency of investment in construction projects.Research on X wind power project social sister comprehensive evaluation of the economic benefits of the pass, the main conclusions are as follows:(1) from the perspective of economic and social comprehensive benefits, comprehensive scores of economic and social benefits of X power generation project is 76.84, comprehensive benefits of economy and society as a whole is good. From the perspective of economic and social benefits, X power project economic benefit social benefit score of 36.59, scored 40.25, X power project social benefit is greater than the economic benefits of X power generation projects as wind power projects, in line with the development of sustainable development and circular economy, belongs to clean energy projects, small environmental pollution, but also can promote the area of employment. However, the X power generation project as a wind power project, the investment recovery period is longer, the funds withdrawn from circulation. (2) from the specific indicators of economic and social benefits, economic and social benefit index X power project scores are mainly loan repayment period, the positive impact of environmental pollution, promote employment and stimulating the economy, the main reason of loan repayment period is high score weight index, and positive impact on the environment, pollution drives the main reason of the employment situation and economic situation is specific index score higher dimension score higher. (3) X power project cost management problems, the main cause of these problems is the cost management consciousness is weak, the lack of cost management cost management method, system support and cost management team construction lagging behind. (4) In order to improve the social and economic benefits of X power projects, X power projects need to strengthen quota management, optimize the project team, strengthen asset management, optimizing the construction organization, strengthen quality management and safety production, make full use of new technologies, strengthen project risk control.
