Study On The Management Mechanism Of Labor Subcontracting In Construction Engineering Of State-owned Enterprises

Since the reform and opening up, China's construction industry has played a decisive role in the development of the national economy. But due to the current construction labor market construction in our country is still not perfect, the subcontractor enterprise risk resistance ability is poor, and the government construction management departments are more willing to constraint construction enterprise to manage labor subcontracting economic activities, so how to construct effective management mechanism of labor subcontracting in construction enterprises is urgent to solve. According to the National statistics, state-owned and state holding enterprises use 8.4% enterprises and 21% number of people, completes 30% Output value of construction industry in China and 26% construction area, Which reflects in terms of enterprise scale or labor efficiency, the state-owned and state holding enterprises in the construction walks in the forefront of the construction industry in China, so it has a strong reference value for the study of the labor subcontracting management mechanism of state-owned construction enterprises, and can provide reference for our whole construction industry labor subcontracting management mechanism research.This paper combined with an empirical study and analysis of the labor subcontracting management mechanism of three level branch of Build three Bureau Group, which is the representative enterprise of construction industry of our country, and mainly completes the following work:1) Briefly describes the background, significance, domestic and international research on the status quo and the main research ideas of this paper;2) Define the meaning of labor service subcontract management mechanism, includes and analyses labor subcontracting organization form, labor subcontracting contract review, labor service wage payment, labor subcontracting valuation, which are the content of management mechanism in the practice of government and enterprise in the management of labor service, and summarizes the common disputes in recent labor division economic management activities, analyzing the necessity of the research of this paper.3) Analysis enterprise level and project department two labor subcontracting management mechanism in three level branch of Build three Bureau Group, and respectively discusses the effectiveness of two level mechanism in the current stage of labor subcontracting disputes;4) The research summarizes the conclude of this paper, in order to provide some reference for the design and development of China's construction industry labor subcontracting management mechanism.
