Food safety is a major concern of the people's livelihood. Under the effective regulation of the government, China's food safety situation is generally good, but violations occur from time to time. As the sampling monitoring strength increasing, the third-party inspection agencies that undertake the monitoring tasks of the government need not only to complete a large amount of testing tasks, but also to take more responsibilities because the testing results they issued directly influence the government's judgment and the production enterprises' economic interests and even their survival. So, quality control is the lifeline of the third-party testing institutions. Food inspection agencies often paid more attention to quality management and quality control of laboratory tests in the past while ignoring the project quality influenced by sampling, sample preservation, testing methods and data submission. For the food sample test, the only quality control of testing link is not scientific and perfect. Food testing industry is urgently needed to realize the whole process of quality control and find the key problems that influence quality at each link and find out the reasons. The departments concerned must continuously improve the food quality monitoring, ensure accurately and fairly complete the sampling inspection of the supervision chain, improve the quality of sampling monitoring and ensure reaching the established quality goal. This work is very meaningful for the industry.This thesis is precisely based on this idea, starts from the actual situation of the A testing agency and takes a food sampling observation project of the agency as the research object. The above mentioned project quality management methods and tools are used in the project quality management of food sampling observation of the agency. The thesis takes the key factors that affect the project's checking quality of each link as the breakthrough point to carry out in-depth analysis. It uses the above mentioned quality management methods and tools to find out key problems that need to be controlled at each link, find out root causes, implement corrective and improvement measures, and test the improvement through customer satisfaction survey results.On the basis of profound understanding of project management and the concept of project quality management, consulting lots of data and research status home and abroad, the A testing agency's project quality control process of food sampling observation is paid close attention to. In this paper, the researchers find out key points of each process that need to be improved and focused on for quality control according to the five quality management factors of man, machine, material, method and link. Using the methods of expert interview, Causality diagram methodology, experience, uncertainty analysis, questionnaire survey and so on, the project's quality forming process is combed and analyzed. At the same time, the researchers find out what the causes are. Then, in the chapter on quality improvement an improved method is proposed in view of the quality problem and their reasons. At the same time, the researchers set up new sampling inspection standards of food safety quality control and quality improvement regulations to complete the entire system of quality control in the industry. Finally, combined with the improved standards, researchers evaluate the improved effects through the customer satisfaction survey hoping to improve the service quality of the A testing agency.The purpose of this study is to establish new methods and courses to improve and optimize the project quality control of food safety sampling in the A testing agency and improve its overall service quality via continuous quality improvement that realized by enhancing the accuracy of reports, customer satisfaction and reducing reasonable complaints. Thus, as a testing organization, this agency's brand influence will be greatly improved. At the same time, it is able to accelerate the pace of application project management in the testing industry and makes it more scientific. It then will provide examples and references for the whole testing industry and related industries in our country to improve project management and quality management.
