Agricultural subsidy policy, in line with the effective supply of agricultural products, increasing agricultural producers benefit, pull the overall level of output of agriculture, and promote the principle of continuous increase in rural incomes, agricultural subsidies can not only promote the farmers' income, also can promote the sound and rapid economic development of agriculture.With the rapid development of market economy, agricultural subsidies are also undergoing reform. However the purpose of the reform, the direction of reform, the reform of the way, is the agricultural subsidies primary issue that should be paid attention in the reform, how to evaluate the performance of agricultural subsidies reform has become the key which restrict the development of the agricultural subsidy policy in China. At present, the performance evaluation for the reform of agricultural subsidies have certain limitation, not only on the research method is more limited in unilateral benefit evaluation, lack of comprehensive benefit evaluation, result in unable to evaluate objectively the policy itself; And the lack of existing research to a region specific analysis and put forward countermeasure pertinence suggestion. Between the deficiency existing in the previous studies, the purpose of this paper is to through the literature method, Delphi method and fuzzy analysis method to establish a scientific performance evaluation system, and each index quantify, finally comprehensive benefit evaluation results are obtained.In order to make a more comprehensive and objective evaluation on the effect of agricultural subsidy reform in Shenyang, this paper takes the Shenyang agricultural subsidy reform as the breakthrough point, and on the basis of reading a great deal of literatures, carries on the purposeful field investigation and combines the experts' Opinion, set the evaluation index, use the Delphi method to give the weight, through the fuzzy analysis of some indicators quantitative analysis. Aiming at establishing an evaluation system suitable for the effect of agricultural subsidies reform in Shenyang City, so as to make the evaluation results more accurate and objective. Through the research, it finds out the existing problems of Shenyang's agricultural subsidy policy, and puts forward some countermeasures and suggestions to solve these problems, and definite the direction of Shenyang's future agricultural subsidy policy, so that the agricultural subsidy policy can better serve Shenyang Agricultural development, not only in the economy to achieve higher efficiency, but also to balance its social and ecological benefits of the impact of the environment.
