Since 1980s, OA (Office Automation System) is essential for the enterprise to improve the information technology. So far, the connotation of OA has changed significantly that it becomes the enterprise's center platform of informationization. But in most industries, the project of OA has high failure rate because of the deficiency of the OA product and the frustrating experience with their service. Firstly, the skill level of service providers is uneven in the market. Secondly, The experience degrees of the after-sale service is rather worse. In the end, the awareness of most enterprises is lack for the choice of the OA service providers.Having reading a lot of literature about the theory of fuzzy sets, under the high complexity and uncertainty of OA project, the author adopts the method of generalized hybrid aggregation of the hesitant intuitionistic fuzzy into the selection of the OA service providers. Through the analysis of the factor of the choice for the OA service providers and principles of the establishment of the evaluating indexes system, the author establishes the index system of OA service providers that includes brand awareness, the price of OA and so on. In the light of the established index system, the author utilizes the Fuzzy Analytical Hierarchy Process to determine attribute weights that the expert of the OA evaluates every attribute and change the matrix to get Fuzzy Consistent Judge-ment Matrix to obtain the weight of the index attribute. In addition, the author uses the weighting method of normal distribution to get the location Weight.For the decision makers, they can use the multi-granularity linguistic phrase to evaluate the attribute of the O A service providers as well as they should give a hesitancy degree between zero and one to describe the situation that how much they are hesitant. For quantitative index, they also give a hesitancy degree while they get the quantitative data. Furthermore, the author also gives the conversion formula between the index value and hesitant intuitionistic fuzzy number. In this paper, the author takes the X enterprise for practical background. The author gets and converts the index value to establish the multi-attribute decisions making matrix. Then, the author makes use of the obtained weight of the index attribute and the location to compute the matrix, In addition, the author uses the generalized hybrid weighted aggregation operator to get the evaluation value of schemes in order to sort the value of the OA service providers.This author finishes the following works in this paper. Firstly, the author proposes the evaluating index system to help many enterprises to evaluate and select the OA service providers scientifically and effectively to avoid the relevant economic cost if the project is failing. Secondly, the author applies the multi-attribute evaluation method based on the hesitant intuitionistic fuzzy sets into the selection of the OA service providers in order to considerate the decision maker's hesitation and limitations of thinking.The innovation in this paper mainly embodies in two aspects:Firstly, innovation of research perspective. This paper studies the evaluation of the choice of the OA service providers what never being researched up till now. Secondly, innovation of research methods. The author combines Fuzzy Analytical Hierarchy Process and weighting method of normal distribution with the generalized hybrid weighted aggregation operator of the hesitant intuitionistic fuzzy so as to solve index attributes scientifically and reduce the influence of the subjective emotions effectively.
