Since urban rail transit has the characters of high speed, large volume and low pollution, it has become the most important solution to traffic congestion and energy conservation. As typical public goods, urban rail transit has significant external effects on the city’s social and economic system. In order to improve the level of project decision and management, it is necessary to evaluate these external effects before and after the project is finished. At present, however, the development of evaluation on the urban rail transit project lags far behind the construction and operation of it. Furthermore, it lacks a systemic evaluation mechanism. At the moment, there are no scientific evaluation index system, quantitative evaluation methods and corresponding evaluation criteria for the urban rail transit project.Based on the characteristics of urban rail transit, this paper classified and described the external impacts of urban rail transit project, and analyzed the relationship between these external influences. On this basis, evaluation index system was built on the aspects of traffic, economy, society and environment. Then, combined with the characteristics of the evaluation index system, this paper brought foward a combinational evaluation method which contains Analytical Hierarchy Process(AHP), Fuzzy Comprehensive Evaluation(FCE), Delphi method and Data Envelopment Analysis (DEA). It consists of two procedures and is well-suited for evaluating the external effects of urban rail transit project. Finally, by using the index system and combinational evaluation method, this paper evaluated the external effects of Chonqing Rail Transit Line2. The results show that Line2has considerable positive external effects. Therefore, practice proves that the methods are feasible and efficient.
