Study On VFM Qualitative Evaluation Of Urban Rail Transit PPP Project Based On Fuzzy Grey Clustering

As an important part of urban public infrastructure,urban rail transit is an effective way to solve traffic congestion and speed up the process of urbanization.With the deepening of the supply-side structural reform of urban transportation in China since the 19 th CPC National Congress,the PPP project of urban rail transit has developed rapidly in all major cities.However,not all projects are suitable for the PPP model.At present,the applicability of PPP project is mainly determined by VFM qualitative evaluation,but the existing evaluation methods have many limitations.Based on this,this thesis attempts to make improvements on the basis of the existing evaluation methods,so as to provide a reference basis for the preliminary judgment of whether the project is suitable for adopting the PPP model.Firstly,by analyzing the present situation of VFM qualitative evaluation of PPP projects in China,this thesis summarizes the main problems existing in the existing VFM qualitative evaluation methods,and puts forward the corresponding improvement ideas for these problems.Then,on the basis of a large number of references,the six principles of constructing the qualitative evaluation index system of PPP project of urban rail transit are determined,and the construction basis and quantitative standard of the index system are put forward.Thus,the VFM qualitative evaluation index system of urban rail transit PPP project is constructed.After that,the weight vector of VFM qualitative evaluation index is determined by combinatorial weighting method,the evaluation matrix is constructed by grey clustering method,and the weight vector and evaluation matrix are dealt with according to the idea of fuzzy comprehensive evaluation method.Thus,the fuzzy grey clustering VFM qualitative evaluation model is obtained.Finally,the evaluation results of the existing evaluation method and the VFM qualitative evaluation method based on the fuzzy gray clustering are respectively calculated by the empirical research,and the two are compared.At last,the reliability of VFM qualitative evaluation model based on fuzzy grey clustering is verified.Through the research of this thesis,we hope to provide a reference basis for the qualitative evaluation method of PPP project of urban rail transit in our country,and to promote the development of PPP project of urban rail transit of our country.
