Research On Risk Evaluation Of Urban Rail Transit PPP Project

With the development of our country's society and the ever-increasing scale of cities,the demand for rail transit construction in cities is constantly expanding,and the level of operation is constantly improving.Local governments have turned their eyes on urban development to metro project construction to a great extent.Alleviate the problems of urban development.Due to the huge amount of investment in urban rail transit projects and high operating costs in the latter part of the year,this makes the PPP model an important supplement to urban rail transit project construction.However,the urban rail transit project has strong asset specificity,long investment recovery period,and the PPP model has the characteristics of multi-party cooperation between the government and social capital,long contract period,and complex contents,which makes the PPP project produce in the process of construction and operation.A large number of risks have an impact on the smooth implementation of the project.Therefore,it is necessary to effectively identify and evaluate the risks of urban rail transit projects in PPP mode.This article first collates the relevant literature on the project risk management and evaluation under the PPP model,and introduces the different definitions of the PPP model in each country,the related characteristics and types of the PPP model,and related theories of risk management.Based on the source and characteristics of PPP project risk,this article uses case analysis method,process analysis method,and environmental analysis method to initially identify the risk factors of PPP project,and then conducts a questionnaire survey on the risk of PPP project of Xuzhou Metro Line 1 Accurate identification,identify 20 risk factors,and classify them according to political risk,economic risk,project promotion risk,cooperation risk,laws and regulations risk,and other risks;through the evaluation of relevant risk assessment methods.Contrast the shortcomings,draw the research on this paper,we should adopt fuzzy network analysis.Then build a fuzzy network analysis model for risk assessment of urban rail transit PPP projects under PPP mode.The network-level analysis method is used to determine the single-factor weights and comprehensive weights of each index factor,and then use a fuzzy comprehensive evaluation method to analyze Xuzhou Metro.The PPP project of Line 1 was evaluated and analyzed,and the results of fuzzy network analysis were obtained.Fuzzy network analysis method effectively combines network analysis method and fuzzy triangulation theory,breaks through traditional project risk assessment thinking,and studies project risk assessment from a new perspective,not only broadens the idea of risk assessment,but also to some extent The project risk management theory also has certain supplements.
