Natural-resource endowment and ecological background are the basis support for regional development; regional development is an important driving force for the evolution of resources and environment. This paper constructs the evaluation system of resources environment level and regional development strength, and adopts improved entropy method to calculate the weight of evaluation index. Then the paper applies coupling model to calculate coupling degree of resources environment level and regional development strength, applies response model to calculate response degree of resources environment level to regional development strength, and applies regression model to verify the main factors of resources environment level responding to changes. The results show that:resources environment level and regional development strength of the Fujian Province which is the subject area of the West Coast Economic Zone show a rising trend; the coupling degree of resources environment level and regional development strength continues to rise, coupling relation which had experienced barely coupling and low coupling stage is in the moderate stage, which has a development trend of advanced orderly stage; the degree of coordination rapid increased early and then steadied at a high-smooth-fluctuation level since the mid-state, the level of coordination had experienced moderate coordination stage and is in the good coordination stage; the increasing intensity of regional development contributed to improve the level of resources environment, the influence degree of regional development strength is from "weak promotion" to "strong promotion". About 9 regions in Fujian Province in 2013, regional development strength, coordination degree and coupling degree showed obvious spatial differences, spatial correspondence relation and some spatial agglomeration effect, then the paper divided the four types of coupling region, they were the region of barely coupling and moderate coordination(Ning De), the region of low coupling and good coordination(Pu Tian, Zhang Zhou, Long Yan, San Ming, Nan Ping), the region of moderate coupling and high quality coordination(Fu Zhou, Quan Zhou), and the region of moderate coupling and good coordination(Xia Men). The main factors of resources environment level responding to changes was regional development policy, regional development efficiency, industrial structure adjustment, reduce industrial pollution, resource use efficiency, environmental governance inputs, and urban ecological construction. Obviously, regional development efficiency was the dominant factor.
