Study On Unbalanced Financial Resources Allocation Under The Restriction Of Dual Economic Structure In Shaanxi Province

Dual economic structure is a kind of common phenomenon in developing countries. The developing country must experience transition from the traditional agricultural economy to modern industrial economy in the stage of economic development. This kind of economic phenomenon gradually produce, expand and eventually disappear in the historical process. For developing countries, the process and speed of modernization depends largely on the process and speed of the transformation from dual economic structure to modern economic structure. Finance is the core of modern economy and plays an important role in the economic development. A regional financial development level will affect the level of financial resources allocation in this area. From the reality, shaanxi province is a big province in the west. Since the development of the western region economic and social development is rapid, at the same time of economy promoted the dual economic structure is more obvious. The allocation of financial resources is disequilibrium under the dual economic structure phenomenon. The financial structure is duality. So unbalance financial resources research has important theoretical value and practical significance under the restriction of dual economy in shaanxi province.On the basis of predecessors'research, this paper founded the research theory and constructed the theoretical analysis framework of the financial resources allocation and the dual economic structure of Shanxi Province. In the article, first of all, the concept of dual economic structure and the financial resource allocation is defined. Then through measuring four indices including the strength of the dual economic structure, dual contrast coefficient, the difference of urban and rural residents engel's coefficient and per capita income difference in shaanxi province, the results show that the dual economic structure eased, but is still in the dual economic structure in recent years. Through measuring the differences configuration of financial resources in agricultural and non-agricultural sector in our province, the results show that financial resources allocation are unbalance in our province. Then the paper constructs model about the dual economic structure and the unbalanced allocation of financial resources, using related test methods. The results show that the financial resource allocation and the dual economy in our province there exists long-term cointegration relationship, and the dual economic structure influences the financial resource allocation. Finally the paper puts forward relevant suggestions to improve the state of dual economic structure and the of financial resource allocation in shaanxi.
