In the era of knowledge economy, human resources has increasingly become the important strategic resources of enterprises and organizations, the innovation of the modern enterprise management depends on the innovation of scientific management system. At present, most foreign companies have started multi-channel development mode of employees,have enabled the bold and innovative measures for talent management, However, the development and application of talents training in domestic enterprise is still in the stage of exploring study, from the point of practice, most enterprises have ignored the system construction of the career development channel, especially the lack of the cultivation of the associated development system.However, the power industry is faced with the extreme shortage of high technology and skilled personnel, in the long term it will lead to low human resources efficiency. Therefore, expanding career development channels of the employee is to become a top priority of talent management mechanism innovation, the research for the management of professional talents has been one of the most realistic significance to research topic nowadays.A company is a subordinate company of a group of electric power enterprises, with the deepening development of electric power industry and the integration and reform of enterprise, there are many issues about the representative to the management of the technology and skilled workers.Therefore, In this thesis, it carry out the pilot study for A company, the technical skills and talents are to be the research object. On the basis of the research of "double channel" development, this thesis also carried out the research for the management and training system of the technology and skilled workers in A company.It formed a specifically management mode for technology and skilled workers of the electric power enterprise.The special study of the talent management model is a way of management innovation, it formed a kind of new concept of talent management and development, so the research of this thesis can lead to more enterprise focusing on the human resource management. It will become the guidance of the theory of value in the construction of talent development system, and will accumulate practical experience for similar enterprises in the aspect of the improvement of talent management.
