The competition in global economy,in the final analysis,is a competition of human resource quality. In contemporary society,not only needed large quantity of R&D oriented scientific human resources owning advanced theory and high technology,but also needed,even more,large number of skilled personnel with fruitful practical experiences who are diligent,career-respected,and high-skilled. The lack of high-skilled personnel is a crucial factor to restrict state-owned businesses to change the economic increasing mode and boost the optimization and upgrade of the industry structure.At present,many state-owned enterprises can not meet the needs of market economy,lack core competitiveness.One of the most important reasons for this situation is that they don't pay attention to high-skilled personnel's value and is short of effective incentives for them.The aim of constructing incentive mechanism of high-skilled personnel in state-owned enterprises,is to realize the ultimate value of high-skilled personnel,and improve enterprises' performance.Firstly,the background of incentive mechanism of high-skilled personnel is analyzed as a starting point for the research.Then the paper analyzes the current situation and existing problems of incentive mechanism in state-owned enterprises, the reasons for existing problems is discussed.Secondly,through the research of high-skill personnel's connotation and characteristics, designed questionnaire of incentive factors of high-skilled personnel in state-owned enterprises,analyzes their characteristics and requirements on wards,then the construction problem of incentive mechanism of high-skilled personnel in state-owned enterprises is systematically studied.This paper expounds the design principles and objectives of constructing incentive mechanism of high-skilled personnel in state-owned enterprises,designs the operational mode and elements of incentive mechanism,elaborates two major incentive means.Finally,the paper presents the safeguards to improve incentive mechanism of high-skilled personnel in state-owned enterprises.
