For building "a strong grid, excellent assets, services and performance" modern e-nterprise which has a strong grid, asset quality, service quality, excellent performance, speed up the system and mechanism innovation,optimize management operation mode, to achieve the company scientific development. State grid companies actively promot e the "two transformations"(Company development mode transformation and grid devel opment mode transformation).They plan and implement "three sets of five"(Centralizati on of human resource, procurement and supply chain, and finance management, Centr alization, flattening, and specialization oriented restructring and optimization of plannin g, construction, maintenance, operation, and marketing business).Organizational structur e, business processes are changed dramatically.In the electric power reform and develo pment process, the high skill talented person troop has become one of the most impo rtant factors restricting its development. Therefore, strengthen the cultivation of high q uality team building of power enterprises. It is of great importance for improving the power supply enterprise core competitiveness.This thesis focus on combing the problem of current power supply enterprise per sonnel construction. It analysis that Changsha power bureau of highly skilled talented person building theory and the status quo. On the basis of the elaborate construction of highly skilled talented person on the significance of China’s power enterprises and analysis of the power supply enterprise in Changsha Present Human Resources. They put forward some effective measures:draw up good construction planning for the hi ghly skilled talented person, improve the growth environment of highly skilled talente d person, establish a sound system of staff training, build smooth development channe1for highly skilled talented person, set up effective incentives for highly skilled talent ed person. With high skill talented person troop construction, empirical analysis on th e cs power bureau from high skill talented person troop construction experience and t he existing problems, and puts forward the talent team construction of prospective thi nking and effective measures.
