The Study On The Effect Of Crime Control Of People's Livelihood Fiscal Expenditure

Since the reform and opening up,China has made a remarkable achievement in the economy,and has achieved a historical record of the world's highest economic growth rate.However,along with the rapid economic growth,the crime rate is rising and the livelihood issue is outstanding.These problems affect the social stability and the development of the harmonious society.Our country has been embracing the pressure strategy to control crime.During the period,China conducted a series of "strike hard" action,but has little effect.Rising crime rates and people's livelihood are the problems of social development.In this paper,the rising crime rate is related to the weakening of the people's livelihood.People's livelihood fiscal expenditure is composed of education expenditure,health expenditure,social security and employment expenditure.According to the criminal economics model,the framework of theoretical analysis about People's livelihood fiscal expenditure and three major expenditures for the livelihood of the people's livelihood is constructed.Theoretical analysis shows that the improvement of the total amount of people's livelihood fiscal expenditure and the three major expenditures which constitute people's livelihood fiscal expenditure can effectively repress criminal behavior.In order to prove the rationality and reliability of the conclusion of the above theoretical analysis,this paper based on the panel data of 31 provinces from 2002 to2012 and use dynamic panel System GMM to overcome the endogenous problem and two step estimation with robustness to study the impact of the size and structure of the people's livelihood fiscal expenditure on crime rate.The empirical results show that the increase of the people's livelihood fiscal expenditure has a significant dampening impact on crime.Three major expenditures in the constitution of the people's livelihood fiscal expenditure,education expenditure and social security and employment expenditure can play a role in crime control and social security and employment expenditure is more effective on repress crime.But health expenditure can not affect crime.Moreover,in the structure of education expenditure,the input of higher education funds is too high,while the primary and secondary education is insufficient.If adjusting the structure of education expenditure appropriately and increasing the input primary and secondary education,education expenditure's governance effect of crime will be better.Therefore,the conclusion of this paper is that the weakening of the people's livelihood is an important factor of the rising crime rate.By improving the people's livelihood,the criminal case will be reduced.To this,put forward policy suggestions:on the crime control,the government should increase investment in the field of people's livelihood.Focusing on increasing education expenditure,optimizing the structure of education expenditure and allocate education resources reasonably.Focusing on increasing social security and employment expenditure,improving the social security system and attaching great importance to the rural social security.Meanwhile,we can increase the cost of crime by innovating system design and realize the increase of people's livelihood expenses related to the individual interests,thus more binding on crime.
