Research On The Problems And Countermeasures Of Fishery Safety Production Supervision In Guangzhou

Guangzhou, located in the nor th of Pearl River Delta,is densely covered with watercourse. As Guangzhou is rich in fisher y resources, its fishi ng industry develops well. Fishery is an im portant part of the broad agricu lture and it is als o an important part of the national econom y. Fishery is also a high-risk industry because that the natural conditions, material conditions and anthropogenic factors affect a lot. In recent years, Guangzhou government integrate the function of fishery, maritime surveillance, and ship inspection, strengthen the supervis ion of fishery production safety, increase capital investment, use the scientific and technologica l methods. Fishery production safety supervision m echanism has been gradually built up. However, during the regulatory process, there is still ex isting some shortcomings, which include weak supervision, backward f ishing port facilities, slow tran sformation of the old fishing boat, weak safety consciousness, lack of c oordination of various departments, etc. The situation of production safety is still not optimistic.This article is based on the fis hery actual production in Guangzhou, focusing on the problems and counterm easures in fi shery safety production supervision. By hackling the fishing fleet safety productio n supervision process, analyzing the supervision status and the supervision body of the objects and the problems existing in the supervision process, to learn the experience from the advanced country like Norway, Iceland, Japan as well as Sh andong Province, Zhoushan of Zhejiang, Lianjiang County of Fujian. Propose appropria te measures countering before, during, and after supervision, includ ing: establishing hierarchical security mechanisms, implementing grid management; and improve the fishery production saf ety rules and regulations; relying on high technology and achieve "Internet + law enforcem ent"; improving fishing port facilities; prom oting renovation of old fishing boats; strengthening education and training of fishermen.The theories of safety and crisis management are used in this article. Field survey, processing of data, experience summary, analogical analysis are also used. It aims that according to the research on the part of fish ery safety production supervision, to give advices and suggestions on ensuring safety in production for the fishery administrative departments and supervisory institution, and to continuously improve the abilities of controlling fishery safety production, prom ote fishery s afety production situation steadily improving, make efforts to achieve the safety and sustainable development in fishery.
