The Banking Supervision Departments are aimed at protecting the interests of the vast number of depositors and consumers and enhancing the market confidence through prudent and effective supervision. At the same time, through publicity education and disclosure of related information, which enhance public understanding of modern finance, they are making efforts to reduce financial crimes.As a dispatched agency, the Banking Supervision Departments of the city of P in S Province shoulders the regulation of banking in the city of P. In recent years, with the rapid development of the business and scale of banking institutions, the workload of supervision increases continuously. However, constrained by the limitation of "the principle of fixed key responsibility, fixed internal body and fixed headcount", the staffing is severely insufficient. How to carry out the performance management well under such constrained conditions to inspire the contingent of cadres, improve their ability to perform their duties and complete all tasks assigned by the superior successfully is an important issue the department is facing.In this paper, through the methods including interviews and questionnaire survey, the problems existing in the work of P city's CBRC have been summed up:1) The index design is not reasonable, lacking the support of strategic objectives, which makes it difficult to reflect the performance results;2) The performance management is not comprehensive, ignoring the performance plan, communication and feedback; 3) The performance appraisal relationship is not clear, and the accuracy of the performance appraisal is poor. In view of the above problems, this paper argues that the performance management of P city's CBRC should be systematically planned and reformed to improve its performance. By comprehensively using the Balanced Score Card and other tools, this paper has defined the mission, core values, vision and strategy of P city's CBRC, and optimized its performance index system. And from the angle of comprehensive performance management, it has put forward the plan to improve P city's banking supervision department management, strengthened the weak links in performance management, such as performance plan, performance monitoring, and performance feedback, etc., and laid the foundation for carrying out the performance improvement.This paper not only has certain significance in guiding performance management carried out by basic-level banking supervision departments, but also can be used for reference in performance management and personnel system arrangement carried out by these Departments.
