The waste of talents is a huge one.The unreasonable allocation of cadres is an irresponsible act to the party,the country and the people.Only by strengthening the construction of the cadre team and optimizing the composition of the cadres can the organization department truly lives up to the historical responsibility it shoulders.At present,the construction and upgrading of the cadre team in the tax department at the basic level still faces various problems.The imbalanced and aging structure of the personnel is a hidden threat.The overall team is not qualified enough to meet the demands of high-standard work,and it is losing its young staff.The evaluation system is not yet sufficient.Based on the case analysis of the State Taxation Bureau of Yunfu City,Guangdong Province,this paper puts forward some measures to strengthen the cadre team of tax department at the basic level.Not only does it have theoretical guidance for specific work of the State Taxation Bureau in some cities and provinces,but it is also of great practical significance for the sustained,rapid and healthy development and modernization of the taxation work in the underdeveloped areas and the great rejuvenation of China.This thesis is divided into five chapters.The first chapter presents the background and the significance of the research,the current research s ituation at home and abroad and the research methods.The second chapter is about related core concepts and theoretical basis,including performance management theory and incentive theory.In the third chapter,taking the State Taxation Bureau of Yunfu Cit y as an example,this thesis analyzes the existing problems in the current cadre team of tax department at the basic level.Chapter Four offers related analysis about existing problems.Chapter Five puts forward a new idea to promote the building of the ca dre team of tax department at the basic level.The research showed that the major problems existing in the construction of the cadre team of the State Taxation Bureau of Yunfu City are as follows: the personnel is aging severely;the overall quality of the cadres is not satisfying;the bureau is losing lots of its staff;deviation exists in the construction of the cadres' work spirits;the evaluation system is yet imperfect;and there lacks a scientific and efficient talent pool managing system.In view of the existing major problems,the following specific measures for improv ement are given out: activating the cadre team;innovating the basic training and education;strengthening the cultural education of the tax department;perfecting the assessment and promotion system;and upgrading the management mechanism of the national tax department's professional personnel pool.Although these measures may not always be feasible in a short period of time,their thinking and experience on the construction of tax cadres at the basic level still have considerable reference value for further improvement of human resources development.
