Since 1990s, under the action of multiple factors including the rapid development of socioeconomic, the continuous improvement of medical and health conditions and the implementation of one-child policy, our country has begun to enter the aging society. Develop up to now, the aging situation has already been very serious and showed such characteristic:"to age before it gets rich and ready", which means it is urgently needed to solve the pension problem to ensure the old have something to depend on within the whole society. But at the same time, our country is also facing two major challenges:on the one hand, overburdened social pension security system, accelerated urbanization and smaller family structure are continuing to erode the pension function of the government, the land and the children; on the other hand, due to the current development of the domestic pension service industry is relatively backward, the industry chain and ecological circle of the pension market has not yet formed, so that the market is unable to bear the heavy burden of pension at present. And to some extent, the emergency of these problems inspired the strong desire that people hope to support their retired life by themselves, as well as created the opportunity to introduce the ideas of "providing for the aged by house property". Meanwhile, alone with the gradually deepening of the reform of the national housing system and the improvement of people's living standard, housing market has been booming unprecedentedly and more and more families began to has their own real estate. According to statistics, over 70 percent of the families owned houses in Chinese cities at the present stage, which provides a practical support and material basis for the implementation of the method of "providing for the aged by house property" in our country. Besides, because of the combination of housing and pension, the method of "providing for elders by house property" can not only increases pension income by revitalizing the fixed assets held by families, but also offers a viable pension choice for general public by meeting their mental needs that most of them want to home-based care, therefore, it is reasonable for people to regard the mode of "supporting elders by house property" as the preferred pathway when selecting autonomous endowment.In fact, "providing for the aged by house property" reflects the innovation of social pension mechanism and the progress of the idea of endowment. In addition, after a long period of practice, it has gradually developed into a new pension model including many different operation types, such as housing reverse mortgage, supporting the aged by selling or renting houses and so on, which adapting the demands of social and economical development in China at present, consequently, it can be a supplementary means to relieve the severe pension situation in our country. Although the development and practice of "supporting elders by house property" in foreign has been relatively mature, domestic researches and practice about this problem are still in the primary stage currently, there are still many issues worth probing into. Moreover, with the continuous advancement of "providing for elders by house property" practice in pilot areas at home in recent years, the exploration about this pension method and some other related issues will continue to be a common focus in academia and politicians.This paper starts with the discussion on related theoretical connotation of "providing for the aged by house property" pattern, and on the basis of above, comparatively studies the relevant practice of some typical regions at home and abroad. Then, the article turns the perspective to Chengdu City, which possesses conditions but has not yet carried out the "supporting elders by house property", systematically analyzes the feasibility. Finally, the author tentatively puts forward the realization path and some relevant safeguards for the practice of "supporting elders by house property" in Chengdu City basing on the above.Specifically, the paper is composed of six chapters, as follows:Chapter one is the introduction, including this article's research background, research value, literature review and comments, logical framework and research methods, innovations and shortcomings,etc. These contents explain the reason for choosing the topic and lay the foundation for the following discussion.Chapter two comprehensively elaborates the theory of "providing foe the aged by house property", mainly including its connotation, theoretical foundation, common operation patterns, and operating mechanism. Through in-depth analysis and summary, the article believes that the meaning of "supporting elders by house property" has a broad sense and narrow sense, the representative theoretical basis has life cycle theory, optimal deployment theory of resources and so on. Besides, it also has different operation ways to meet different levels' demands.Chapter three mainly introduces the specific practices and effects of "providing for elders by house property" patterns in typical areas both domestic and foreign, including the United States, Singapore, Shanghai, Beijing, Hangzhou, Nanjing, Deyang and some other pilot areas, summarizing their own experiences and lessons to provide some reference to the practice of Chengdu.Chapter four systematically analyzes the feasibility from two sides when Chengdu launching the methods of "supporting the aged by house property". The first is the necessity, mainly from the pressure of the aging population, the short of social pension, the reduction of family and land supporting function as well as the underdevelopment of pension service market. The second is the advantages, mainly from the favorable policy environment, the prosperity of the relevant market environment together with the strong potential market demand,etc. A clear understanding of these problems will be a full preparation for the following text.Chapter five tries to propose the realization pathway of Chengdu implementing "providing for the aged by house property" based on the previous parts. Specifically speaking, the first is to select the appropriate participants, including the government, loan institutions, borrowers and intermediaries; the second is to choose the correct "supporting elders by house property" patterns, which consist of the selection of basic model and operation model; the third is to arrange the reasonable implementation steps; the forth is to perfect relevant supporting environment.The last chapter is conclusion and prospect, which briefly summarizes the full text and describes the questions that need to be studied in the future.Generally speaking, the major innovations of this paper contains the following aspects:1, The topic belongs to the hot issues of concerned fields in recent years, with strong timeliness; 2,By clarifying some correlative matters, the article chooses Chengdu City as the chief research object, which has prerequisites but has not really developed the "supporting the aged by house property", and analyzes the feasibility in detail by using a large number of pertinent statistical data.3, After deep understanding of local actual situation, the writer comes up with the realization path to ensure the smooth progress of "providing for elders by house property" pilot in Chengdu City.However, due to the restriction of the author's research capacity, there are still some deficiencies existing in this paper:1,Because the pension theory involves many disciplines and researches on it is also various, so the grasp of the relevant problems may not be comprehensive; 2,As external detailed and accurate materials are difficult to obtain, there are some limitations in analyzing the overseas related issues in result; 3,Given the confines of objective and subjective reasons, the writer's reflection on some issues is may not enough when analyzing interrelated situation about Chengdu in the paper, both the depth and breadth are to be expanded; 4,Considering the inadequacy of the writer's discourse ability, some statements in the article may not be logical.
