In our country, the population of rural area takes the majority, so the development of rural area influences and checks the development of the country, and the existence condition of the peasants shows the development level of our country. Nowadays, economic globalization and the establishment of rural market economy system enhances the existence risk of the peasants, meanwhile, accompanying with the progress of urbanization, aging of rural population aggravates at full speed. In anticipation, the rural old residents will account for 14% of the whole population in 2020. In our country the current supporting aged peasants system is that mostly the family support the aged, however, this system can not adapt to the demand of our society. What's more, this system makes the peasants outside of the social security system and so that the peasants are treated unequally with the town residents. That contradicts our current constitutional government system and is challenged by the contemporary fair theories. Furthermore, the historic task of setting up a harmonious society requests us to reform the current supporting aged peasants system, so that to defend the peasants' benefits, guarantee their rights, reduce the city and countryside gap and promote the social equity and stability.Because of its greater ability to resist risk, society security pension system is chosen as the aim of the reform of the supporting aged peasants system. But we should think more about the possibility and the proper way of establishing society security pension system for the peasants. This essay has analyzed our country's fiscal solvency, the rural collectives' and the presents themselves' economic capability to establish the social security pension system and showed the economic feasibility. Meanwhile, the government has a sense of responsibility and the peasants have changed their idea about choosing the way to live their life at old age and other countries have provided a wealth of experience of the reform to us. All above showed that it is time to reform and we have the feasibility.On the reform route choice, considering that the population of rural area is large and our peasants have divided into three groups, the peasants who work in cities, the peasants who have no land and the peasants who still mainly works on land, the writer suggested to reform our current supporting aged peasants system by establishing three kinds social security pension systems for those three kinds peasants.And the government's responsibility is a key factor which can influence the reform of supporting aged peasants system. Without the government, we can't succeed in the reform.Making a comprehensive survey of the experience of all the countries in the world, in establishing social pension system, the government has the responsibility to provide the system, offer some money, make policies, legislate and supervise. As for how much economic responsibility the government should take, the writer suggests that we should bring the society and the market force into play ,and the central and the local governments , economic collective and peasants themselves should share the responsibility appropriately.
