The exploitation of mineral resources in river basin easily causes many consequences which block the sustainable development of land use and ecological environment. For an optimal allocation of land resources in river basin, it is essential to measure the level of land use conflict. Taking Boqing River basin of Shanxi province as the study case, we put forward a new way of land allocation to avoid land use conflict in river basin with mining industries. First, by using the GIS method, the three main elements of ecological risk can be quantified and the evaluation model can be built. Second, this basin was roughly divided into conflict area and non-conflict area by the results of calculation. Furthermore, based on the degrees of conflict, the first-order of division included five regions, severe conflict region (?), moderate conflict region (?), mild conflict region (?), light conflict region (?) and non-conflict region (V).According to different residents' needs for livelihood and environment in different location of river basin, the participatory rural appraisal and interview method were used to survey the rural households. Thus, the land resources in Boqing River basin can be divided into eleven sub-regions. The conflict area included five sub-regions, specially regulated mining environmental sub-region, ecological reclamation sub-region, urban development optimized sub-region, urban-rural coordinated development sub-region and eco-agriculture sub-region. While the non-conflict area include six sub-regions, modern agricultural development sub-region, eco-agriculture planted sub-region, fruit tree planted restoration sub-region, wetland corridor restoration sub-region, eco-agriculture reserved sub-region and ecological conservation sub-regions. Finally, we put forward several land use patterns that fit the corresponding part of the river basin, such as the coordination scheme of human activity, land use and mining win-win situation, the moderate development scheme of ecological industry, the construction and protection scheme of river landscape. The results show that:The area proportions of conflict and non-conflict region are 8.8 percent and 91.2 percent; the high incidence area of spatial conflict mainly centralized in mining region; the level of conflict in upper reaches is higher than that of middle and lower reaches; it is also indispensible to do research on public before evaluation.Besides, we put forward a special plan for industrial and environmental development based on the distinguishing feature of different region. The crucial factor in the planning is to find the make the most of the natural and cultural value and the main purpose for the planning is to make Boqing River a complex that contains multiple functions, such as ecological landscape, recreational tourism, cultural exhibition, industrial economy, and flood control, and water supply.
