The 18th CPC National Congress proposed a new guideline of urbanization, which suggested that the urban-rural integration should be speeded up and improved, and that the resources should be exchanged in an equal way. Thus, the new-type urbanization can make industry promote agriculture, and can keep the mutual benefit between the two. New urbanization is different from the past. The most important part is to fully understand the connotation of new urbanization, and also to build a core and guiding framework of the evaluation system for the urbanization. Based on the perspective of new relation between urban and rural areas and people's demand, this paper discusses the connotation of new urbanization after absorbed the essence from the former researchers and builds the evaluation system focused on the need of human beings. The main purpose of the study is to find a way that can maneuver all resources as much possible to promote development of China's urbanization. The following conclusions are obtained:1. Higher level of urbanization mainly concentrates in Taiyuan, Yangquan and Datong City, while the lower level of urbanization mainly concentrates in Xinzhou, Yuncheng and Linfen City. The medium urbanization level regions are Jincheng, Changzhi, Luliang, Jinzhong and Shuozhou City. The distribution of urbanization level is like a concentric circle which has the center of Taiyuan City. The level of urbanization in the northern part is slightly higher than the level of urbanization in the southern.2. The two different methods were used to evaluate the urbanization level in Shanxi Province. We found the evaluation a slight different between the evaluation system constructed by the measurement of Shanxi Province urbanization level and the commonly used specific gravity method of population because of the different emphasis of the two kinds of evaluation methods.3. After analyzing the collected samples, we found that ten percent people in the countryside whose willingness of urbanization is low. They have the fear of city life that they probably lose a stable source of income, because this group of people actually has no additional income besides farming. About eight percent of people think that rural and urban areas have different advantages which they can hardly decide. Ninety-two percent of people are more willing to move from rural to urban, and half of these group think the facility and service in city are more improved than that in the countryside, and they are more willing to move.4. The urbanization level evaluation results of Xinfu District shows that Changzheng Street, Xiurong Street and Xinjian Street belong to the highest level of urbanization; Boming Village, Qincheng Town and Donglou Town, seven villages and towns belong to high urbanization level; Haiyuan town, Lancun Town, Ziyan Town and Xizhang Town, seven towns belongs to the medium level of urbanization; Yangpo Town, Sanjiao Village and Qicun Village belong to the lower level of urbanization.5. The central city of Xinfu District contains Xinjian Street, Xiurong Street and Changzheng Street. The level of urbanization is higher in the center and lower outside, which fits in with the urbanization level theory. The main characteristics of the theory says that the closer the residence is from the center, the more possibility it will promoting the development of tertiary industry and the more expenses people will have in entertainment.
