As an innovation of the Rural management System, the Organization of the Specialized Farmers Cooperatives Economy emerges as the times requires, and develops steadily under the implementation of the Law of the people's Republic of China on Specialized Famers Cooperatives. In recent years, the management of the Specialized Farmers Cooperatives develops rapidly, the development scale and the related industries are continuously expanded along with the continuous transformation of the agriculture, the rural market economy, and it also plays a very important role in promoting agricultural synergism, increasing farmer's income and promoting the agricultural modernization. Along with the implementation of the 13th Five-year Plan, it puts forward new requirements on the management and development of the Organization of the Specialized Farmers cooperatives. How to analyze and evaluate the performance of the management and development of the Specialized Farmers Cooperatives, how to explore the problems in the development, and how to put forward more important relevant polices and measures are what we need to study now. It is not only an opportunity but a challenge.This paper is trying to build the operating performance evaluation index system of the Specialized Farmers Cooperatives and guided by the theories of the Theory of the Specialized Farmers Cooperatives, Transaction Cost Theory, related theories of the Industrial Organization and Performance Evaluation Theory. This paper analyses and evaluates the management and performance of the Organization of the Specialized Farmers Cooperatives in 10 counties in Datong which are according to the developing situation of the Organization of the Specialized Farmers Cooperatives in Datong County, Shanxi Province. At the same time this paper analyses the factors that might influence the management and performance of the Organization of the Specialized Farmers Cooperatives, proposes the problems in the development and management of the Specialized Farmer Cooperatives and improves the Countermeasures that would be help to improve the level of the performance of the Specialized Farmer Cooperatives. It will effectively promote the development of the Organization of Specialized Farmer Cooperatives, it will also guide the organization to improve the comprehensive efficiency and competitiveness in a real way.Effectively promote the datong county farmers' professional co-operatives make the transition from quantitative expansion to the latter, gradually grow to lead farmers to participate in market competition, the modern agricultural operation organizations.
