The Research On The Development Strategies Of Yongan Key Ecological Niche Woods

After Fujian province implemented the protection policies of the felling restriction in the forest of the key ecological areas, to a certain extent, part of foresters' income had been affected. In order to achieve the win-win goal, "protect the forest ecology and maintain the foresters' benefit", as the National Forestry Reform&Development Demonstration Zone, Yongan is struggling to make the forest city around by the trees and actively exploring the reform of the forest management in the key ecological areas,through the way of government-led, social participation. Therefore, it is of great significanceto study the forest development countermeasures of the key ecological areas in Yongan.This article fully analyzed the development current situation of the key ecological areas in Yongan, and stated the necessity of the forest construction of the key ecological areas from the aspects, such as constructing the ecological security, building the regional centers, safeguarding the forest reform's fruits, building the harmonious society.It also put forward the strategic positioning of the forest construction of the key ecological areas accoringd to the six construction principles, which are the government leading, social participation and coordinated development; makeing overall plans, taking a long-term perspective and coordinating with each other; stressing the key points, from easy to difficult and making the priority arrangements; the innovation reform, interests balance, pay for transaction; adjusting measures to local conditions, advancing on the whole and reasonable distributions; elaborate organization, system management, institution guarantee.According to the overall objectives and specific goals of the consturcion of the forest of the key ecological areas in Yongan, it put forward the specific development countermeasures. Firstly, it put forward the overall collection and storage (foreclosure) planning from the type, size, distribution and other aspects of the forest of the key ecological areas. Secondly, it constructed the management system from the organization, assessment and protection management. Thirdly, it formulated the security system construction from some aspcts, such as to strengthen the government behavior, organization and leadership; to strengthen the system construction,and improve the management system; to inprove the compensation mechanism and achieve the long-term investment; to develop the forests economy and balance the protecion and ultilizaion; to strengthen the monitoring management and improve the technology content, etc.
