Urban comprehensive carrying capacity as one of the most important criterion to measure sustainable development, has now become a frontier problem of carrying capacity of research.The existing research results more focused on urban agglomeration or provincial scale, the few research focus on individual cities and internal city,and researchs from the perspectives of temporal-spatial have been seldom reported. This study proposed the ecology, geography, biology, immunology and related subject comprehensive research methods, based on the livable city orientation, from the pressure of population social economic development and resource environmental carrying capacity two dimension system,and analyze the influence factors of carrying capacity of city building urban comprehensive capacity evaluation index system and measure model; System evaluation space-time distribution rules of the carrying capacity of urban comprehensive scientific evaluate state of sustainable development (SDSE);and to establish a spatial decision support system(SDSS); According to the principle of "bucket".and combined with the feature of urban development stage to find out the carrying capacity of city "short board", to measure urban future reasonable capacity of population and economic scale; In xiamen city as an example to carry out empirical research, and put forward relevant suggestions of optimal regulation; in order to provide the comprehensive carrying capacity evaluation can draw lessons from the research idea and model for the other cities. Research shows that:from 2000 to 2014,xiamen city's pressure growth below bearing capacity of growth only in 2007,2009, the overall sustainable development status is not optimistic. Status overloading of xiamen area proportion was 95.76%, and internal city carrying potential space differences, the xiamen island is serious overload; In 2020,Water is the biggest limiting factor of the development of xiamen city, rational population and economic scale,4.05 million person,622.3 billion yuan respectively.
