In 1990s, enterprise-oriented policy was carried out among sci-tech institutes. However, the gap between technology and market remains unchanged. The same problem occurs on S institute.With the theory of Value Chain (VC), Industrial Value Chain (IVC) and the analysis method of VC, the VC of S institute’s was analyzed, the VC of its scientific and research work was studied, and the relation between S institute and the IVC was combed. On the basis of S institute’s situation, the thesis figured the weakness, the lost and the misposition within S’s value system. Therefore, on the moment when S institute is going to be a manufacturer but a R&D institute, S is supposed to regain its strength on R&D, improve its technical service and enhance its support to the industry. The thesis provides 4 ways to improve S’s technical service:①focus on core value and give up the unfamiliar;②eform the present sci-tech evaluation system;③ establish a sci-tech research work pumped by demands;④build a complete information system and make the full use of computer;⑤set up a sci-tech service platform.The transforming of the institutes is unique in China, and they have much in common. The thesis hopes to give them a hint and also tries to stimulate the sci-tech growth and industrialization of institutes in China and to make contributes to the research on VC theory.
