In China, crucial issues concerning agriculture, countryside and farmer have haunted the country for many years and great efforts have been poured on the cure. From 2004 to 2014, China has successively issued the "NO.1 Central Document" to solve rural problems. The 11 years' endeavor has reaped rapidly increased per capita net income of the farmers, which underlines policy effect research on the growth of farmers' income and study of potential problems for policy polishing. This paper, taking Xianyang area as an example, takes into consideration characteristics of national rural policies through decades and farmers' income level in the corresponding period, thus analyzes the lasting influencing mechanism of national policy and the combined influence of policy and location factors on farmers' income.The first chapter is an introduction, mainly presenting the background and significance of the topic selection, the research status at home and abroad, and analysis methods adopted in this paper. In the second chapter, development and characteristic of national policy on agriculture, countryside and farmers are included, and features in three phases since the founding of China are summarizes and contrasted. The third chapter takes an overview of farmers' per capita net income and potential problems in Xianyang area, and collects data in different periods and districts. It outlines rural condition in different districts, analyzes the overall agriculture structure in Xianyang area and identifies problems effecting farmers' income. The fourth chapter analyzes factors influencing the farmers' per capita net income. It collects relevant statistics of farmers' income in Xianyang area from 2000 to 2014, contrasts it with contemporary national and regional policies on rural issues to find the relation. Meanwhile, it analyzes locational factors causing income fluctuation, and finally establishes an multiple linear regression model to investigate the influence mechanism of national policies on farmers'per capita net income, with national policy, locational factor and production management as independent variables, and per capita net income of formers as the dependent variable. The fifth chapter, synthesizing factors mentioned ahead, suggests methods to increase farmers' income and proposes reasonable suggestions for national rural policies. The sixth chapter concludes of the paper, mainly introduces the writing process and experience.
