Study On Integrated Highway Management In Guangxi Under A Modern Investment Mode

With the rapid growth of China's economy,highway operation management is no longer a single linear management mode of "One Road One Company" or "One Segment One Company";under the influence of a modern investment model,it gradually turns to network-based highway management.Furthermore,diversification of the modern investment mode leads to decentralized self-system management with more resources occupied,high cost and low efficiency in all companies.Thanks to the further development,the theory of integrated highway management comes into view;such a brand new management philosophy is of great significance to give play to the optimal benefit of highway resources.Not only does the continuous deepening of commercialization process and the rapid development of e-commerce make management level improved,but the introduction of systematic management thoughts makes the integrated highway management become a development tendency at present.Integrated highway management is confronted with challenges from multiple complicated problems,which has attracted much attention from highway administrators and all sectors of society.However,as researches on this aspect are still in their exploration stages,related researches are under further systematization and deepening.Therefore,in-depth discussions about the internal mechanism and the evolution law of network-operation management for highways by virtue of the system theory are provided with academic theory values,and have a realistic guiding significance for highway operation management practice.In this paper,combining the system management theory and the practical situations of highway management,a management mode for the integration of highway construction,maintenance and administration is presented to provide a new thought for highway management.Direct at difficulties in highway construction management,the system management theory is combined together with integrative company administration in this paper to study applications of advanced modern management philosophies and technologies in highway construction management.Moreover,their application in the Guangxi highway construction management in a modern investment mode is taken as an example to perform the corresponding analysis.1.Development status of Guangxi highway construction is generalized and principal problems existi Guangxi highway construction management mode also analyzed.They include too many organizational structures,undersized management scale,small-scale highway construction,short traffic mileage,poor financing capacity and backward management technologies and approaches.2.Principles and methods of modern management are theoretical foundations to study the highway management mode;therefore,they are elaborated in this paper.In allusion to the status quo and problems of highway construction,maintenance and management in a modern investment mode as well as difficulties in Guangxi highway construction management,administrative subordinate management system,and management organization are analyzed along with the management technologies and approaches to put forward some reasonable suggestions.In addition,studies are also conducted for the purpose of solving problems existing in highway construction management in Guangxi.3.Paper in view of these questions the perfect integration of highway management measures are put forward:in the macro level,the government and the department in charge of transportation should create a healthy regional integration environment for the highway construction;In the micro level,construction and operation of highway enterprise should continue to enhance their competitiveness through continuous innovation and self-improvement mechanism...
