Population of the people with the age of 65 above in our country has accounted for 7%in 2000,basically entering an aging society.Average life expectancy which is rising and the steadily dropping of the female fertility rate intensifies the phenomenon of Chinese population aging.population aging will decline economically active population,increase the burden of pension insurance,raise social dependency ratio which had brought the adverse effect to the healthy development of social economy.According to increasingly serious phenomenon of an aging population,many countries adopted a later retirement policy.The current retirement age basically follows the policies of the early days of the founding of new China.With a few exceptions,no changes have occurred in the policy after 60 years of development.With the rapid development of social economy,the extension of life expectancy,and the increasing length of education,the ability of workers to participate in the economic activities has been improved greatly,output have more greatly ascended than in the past,workers are also able to work long hours.But the current retirement system didn't recognize the improving of workers'ability and the extension of working hours which limited artificially the length of employment,making the idle and waste of human resources which is not conducive to make full use of human resources.Our country's current retirement age has not adapt to the current situation.Weimin Yin,the minister of Human Resources and Social Security indicated that later retirement program is expected to be introduced this year which will take small steps to walk,gradually put in place,treat differently and put into effect step by step in Ministerial meeting of the G20 labor employment in 2006.Later retirement program gives rise to widespread discussion in the society,what is the most controversial is that later retirement would affect the employment of young people and occupy jobs for young people.There is no doubt the execution of later retirement policy will affect labor market.but the impact of delaying retirement on employment is not simply reciprocal substitution relationship and absolute correlation.In the long run,the relationship between employment and economically active population,economic growth,wage level is relatively stable and these factors can explain the change in the volume of employment.In view of the actual situation in China,carrying out later retirement policy is imperative.In order to mitigate the impact on youth employment,China should implement the policy at the right time,consider a variety of factors that affect the employment to promote later retirement policy to be implemented smoothly.This article analyzes the influence of later retirement on youth employment through the five parts.The first chapter is introduction,presenting the background of selected topic,research significance and literature review at home and abroad.Because the population aging of our country brings a series of negative effects,it is necessary to implement the later retirement policy.Many scholars at home and abroad have putted forward their own views on the impact of later retirement on youth employment and analyzed whether it would reduce employment position of the young.The second chapter introduces the current retirement system and its problems in our country.Basically,Chinese current retirement system has not been changed in the early years since the founding of new China.the retirement age is low,the difference in the people who has retired is great,it lacks of flexibility,and the phenomenon of early and internal retirement is more serious.So it is necessary to take appropriate measures to solve the problems existing in the current retirement system in our country.The third chapter mainly illustrates the impact of delaying retirement to young people employment from theory.It illustrates the necessity of implementing later retirement policy through the life cycle theory and the effects on employment by the supply and demand of labor market.Due to the unequal position permutation and recessive employment being made explicit,the influence of later retirement on young people employment is not as large as people had expected.In the long run,the demand for labor force is increased because of lower labor costs and economic development.The impact ultimately depends on the force of the labor supply and demand.The fourth chapter analyzes the impact of delaying retirement to young people employment from empirical analysis.The chapter studies the influence of the aged employment,industry,gender,economic growth,wage on the young employment through regression analysis to town employment data of 18 industries in 13 years,suggesting whether delaying retirement affect the young employment or not.The fifth chapter puts forward advice on how to implement later retirement policy.Through the previous theoretical and empirical analysis,the part puts forward how to take effective measures to reduce the resistance of carrying out the policy.It is important to choose the right time and way to delay retirement in order to make full use of aged manpower resource and try to reduce the extrusion for the employment of young people,promote employment of the young.
