With the world economic development, medical technology unceasing process and the demographic structure changing, human society is gradually entering the population aging stage. Aging population has become the development trend of world’s population, pension system reform has become an important topic around the world which is paid more and more attention.As the arrival of population aging of peak and life expectancy extended, China’s social endowment insurance is faced with a serious crisis of payment. In this context, the1950s retirement system which is used in the relevant retirement in our country is inappropriate. After half a century of practice, China’s retirement system has not meet modern economic and social development, the rigidity and hysteresis of the system has become a serious obstacle to the sustainable development of old-age insurance system. China’s pension reform has become one of the most important aspects of the social economic long-term development and attracted the government departments and academic attention. The author thinks that the flexible retirement system is a powerful measure to solve the aging population problem and the endowment insurance problem.This thesis makes uses of many different kinds of research methods such as number and diagram analysis, mathematical analysis, theoretical approach. This research is based on life cycle theory, intergenerational transfer theory and human capital theory. After investigating China’s retirement system in context of historic development, this thesis points out the existed problems of retirement system of our country, and then makes the necessity and feasibility of implementing flexible retirement system. At last, to cope with population aging problems and sustainable development of China’s pension insurance system, we proposed a reform program of retirement system and some policy suggestions.The thesis constitutes of five chapters, the basis structure as follow:Chapter one is introduction. It includes the background introduction and reason to select the study topic. Chapter two is introduction of the subject and research field including both domestic and abroad. Chapter three is the analysis of the status of the China’s retirement age, including the development and the existed problems of retirement system of our country. Chapter four is the feasibility of implementing flexible retirement system, including the introduction of flexible retirement system, the theory and necessity of implementing flexible retirement system. Chapter five is the reform program, including the design principles, practical considerations, the detailed scheme of the reform program and the policy suggestions.
