Taxi is an important carrier of social progress, the development of its environmental image of the industry and the city's economy are clo sely related. Therefore, improving the capacity and quality of the operating personnel is necessary.In this paper, DZ taxi companies to establish a quality model as an example, based on the quality of the theory. This paper mainly through behavioral event interview, referring to the quality of some domestic and foreign enterprises to build the model, combined with the strategic objectives of the operational staff capabilities. Then according to the different requirements of DZ companies operating at all levels of personnel, quality-based model to determine capacity gaps DZ company's operations personnel, investigation and analysis, design training model to improve the quality of operations personnel.
