Currently,many real estate developers are transformed into urban(regional)operators,urban(regional)development and operations related to the real estate consultation demand gradually increased.Therefore,it is necessary to study the theory,content and case of the regional development and operation consulting,especially the national and provincial new area.This paper through the analysis of the regional development consulting theory and research HQ regional development operations consulting case,basic mode,consulting method,on the regional development and operation challenges and problems,solutions and processes were analyzed,and put forward the feasible project background conditions met consulting and business model city.This case study,through professional team and innovative integration planning institute,industry research institutions and other various joint regional development consulting advisory unit of project cooperation model,using diversified industry import driven new development,innovation of regional business model and multi dimension residential market to ensure regional population carrying capacity,and through the successful case and industry development the scientific mode of the property and function of construction index.The study found that the current HQ problems,first of all is the need for innovation in regional development and operation mode,this paper adopts expert survey method and AHP method to determine the HQ of regional industry driven development model,has certain innovation;second is the production integration of the city facing the hollow phenomenon,through the multi-dimensional selection of industrial development promotion production integration of the city leading,made a thorough study on the prevention of development of late HQ regional industrialization hollow and population import slow,and based on the development of leading industry based on the planning property index optimization.In order to solve the lack of reasonable layout and residential land use,take a variety of methods of comprehensive evaluation method and case study method,the value of land classification is novel,city resources and supporting value,ultimately improve the residential housing market demand and industrial population housing security system.Through the comprehensive evaluation method research and adjust the HQ area of land use planning index,optimize the structure of land supply,can realize industrial,residential and commercial land area increased 219 ha,construction area of 5 million 30 thousand square meters,and assist HQ and Macao joint development and integration of industry,market and provide a solid data base for the adjustment and optimization of the relevant construction index and planning.In the operating mode,put forward the land operators to the level of development and the main way to acquire land revenue,increase revenue by two level development,finally promote the three development of the income increase later 123 linkage scheme,solve the latter gradually reduce the supply of land and lead to profit potential problems.Through the comprehensive service area of land transfer revenue estimates,the total income of 46 billion 920 million benefits.This research in real estate development consulting practitioners perspective,based on the city(region)operator role development and value-added advice on land cases,engaged in real estate development consulting and research units and try to transition to the city operators role of the real estate business has a certain significance in the area of operations and development.
