The upstream basin of the Yangtze river is the driver of the Yangtze river economic belt.Since ancient times,this region has a large population,highly concentrated industrialization and urbanization,and is the core area of economic and social development in western China.With the rapid development of China's economy and the increase of the population,the "imbalance" between the economic development and the ecological environment of the upstream river basin is gradually increasing,and because of the division of the upstream river basin administrative regions,the river basin ecological management is often faced with the contradiction of rights and responsibilities and the dispute of related interests.Ecological Compensation is an economic means to internalize the relevant environmental external costs,is a supplement to the current environmental laws and regulations,and is an important means of watershed management at the present stage.The establishment of watershed ecological compensation mechanism is not only conducive to balancing the interests of all parties in watershed governance,avoiding the contradictions between the two sides,but also an important way to promote the dynamic mechanism of inter-basin environmental protection and the realization of basin public value.At present,the mechanism of watershed ecological compensation has attracted the attention of the academia and the industry.With the purpose of exploring the ecological compensation mechanism in the upper reaches of the Yangtze river(hereinafter referred to as the basin),this paper starts from the perspective of evolutionary game and system dynamics and combines with the actual situation in the construction of ecological compensation in the basin to carry out relevant theoretical research and model construction.Firstly,it analyzes the purpose and significance of watershed ecological compensation and points out the challenges faced by the construction of watershed ecological compensation mechanism.Secondly,the relevant basic theories involved in the construction of ecological compensation mechanism are studied to provide a theoretical basis for the next model construction.Thirdly,according to the classification of watershed ecological compensation stakeholders,three models of upstream and downstream games of governments,tripartite games of central and local government governance,and games of local governments andmicro-subject enterprises are constructed.The model of behavior choice of all parties in watershed governance is explored by means of progressive decomposition of evolutionary game.Finally,the system dynamics(SD)model under different game situations is constructed,and the time factor is included into the research scope,which verifies the effectiveness and practicability of the game model.The behavior of each party in watershed governance is simulated and analyzed from the aspects of interest interaction and behavior influencing factors.Through the above research and game simulation results,it is verified that the design of ecological compensation mechanism in the upper reaches of the Yangtze river basin is subject to the influence of the external factors of the basin itself and the time-lag of policy making,and it is difficult to achieve the cooperation between the upstream and downstream in the inter-basin governance.Emphasis is placed on the participation mechanism of the central government to enhance the impetus of inter-basin government governance and ease the conflicts between the upstream and downstream governments due to the contradiction between economic development and environmental protection.In the specific implementation of catchment compensation,the interests of micro-subject enterprises are guaranteed,and the enthusiasm of enterprises in environmental protection production is promoted.The countermeasures and Suggestions in this paper mainly include: clarifying the ecological compensation standard,strengthening the participation of the central government in ecological compensation management,establishing a unified watershed management alliance,and optimizing the drainage technology.
