Under the background of global advocating a low-carbon economy,China's "the Twelfth Five-year Plan" was submitted in due time for publishing detailed rules about how to implement the energy conservation and emission reduction.China vigorously implement carbon emissions permit trade,and began pilot trading in Beijing,Shanghai,Tianjin and other seven markets.With expansion of carbon emissions trading,carbon emissions permit evaluation market demand will raise quickly,which will greatly promote the carbon emissions permit evaluation theory and practice development.However,theorists and practitioners on how to measure carbon emissions permit is still in the exploratory stage.In current period,carbon emissions evaluation management is not in place and the relevant evaluation criteria is still constructing.Therefore,in order to enrich the theoretical basis for carbon emissions permit evaluation,the standard analysis method will be used to analyze related theoretical background and conclude carbon evaluation research achievements.And then combine the definition of intangible assets from asset appraisal with emission rights to summarize concept of carbon emissions permit for this thesis.Then,overview markets of carbon emissions permit---international market,EU-ETS system and the trial market in China to clear meanings and applications of carbon emissions permit evaluation.On the basis of trading market analysis,combining standards of carbon emissions permit,related theories and analyzing carbon emissions permit evaluation factors,assumptions and methods,evaluation model on initial market and secondary trading market of carbon emission permit will be built.Finally,the evaluation model can be tested by case study,and provide the reference for practitioners of our country.
