Safety problem of metro construction is the focus of the whole country. This article is about how to standard and support the safety of metro construction using management theory.Accident is considered a kind of domino effect, according to Heinrich's Cause-effect Chain Theory. It believes accident is a series of events happened succession in cause and effect, which are social environment, human weakness, unsafe acts and condition, accident, as well as injure. He believed that break the key part of the chain would prevent or control the happen of the accident efficient. This theory explains why the accidents happen and how to do with them in the practical safety management.PDCA Circle (plan-do-check-act or plan-do-check-adjust) is an iterative four-step management method used in business for the control and continuous improvement of processes and products. In metro construction, workers can promote the safety management level constantly via the circle checking the hidden danger, seeking the issue, gathering the countermeasure, assessing the consequence.Combine the two theories mentioned above, the writer did the field research to study how to promote safety management of Xi'an Metro Line 1. Conclusion comes out. Do safety training, promote safety awareness and hardware environment, break the key part of the cause-and-effect chain, use PDCA Circle, is a better way to realize the safety environment during the metro construction.
