Research On The Maintenance Of Rural Roads In Yunnan Province

To solve the problem of "agriculture,countryside and farmers" is the focus of work in the party for a period of time,to achieve the integration of urban and rural development is to solve the "three rural issues",the fundamental approach is,to strengthen the construction of infrastructure facilities in rural areas is an important link of the integration of urban and rural development,built,raise and manage rural highway is implementation farmer is added close,effective way to improve rural production and living environment,and effectively improve the durability of rural infrastructure construction,to ensure the quality of engineering construction,strengthen the rural highway maintenance management,to extend the service life,improve the transportation funds input and output benefits.Yunnan’s special geographical location determines the highway transportation of Yunnan’s economic and social development plays a vital role,"Twelfth Five Year Plan" since,a rapid increase in our province rural highway construction mileage,Rural Road tube maintenance work to rural highway maintenance management in activities as an opportunity,establish the construction is the development,management maintenance and development,is the scientific concept of sustainable development.In accordance with the establishing and perfecting the rural highway maintenance management rules and regulations,technical norms and standards,and gradually improve the rural highway management and maintenance level,but in practical work,due to the reconstruction of the light pipe,imperfect management system and mechanism,regulation is not in place and other reasons,some of Yunnan’s rural highway exist "loss of control".In this paper,through the literature analysis method,comparative analysis method,experience summary and theoretical exploration of combining method,to Yunnan Province rural highway maintenance management present situation analysis based,learn from the experience of other provinces and foreign rural road maintenance management and development.Analysis of problems existing in Yunnan Province rural highway maintenance,and puts forward the solution proposal,provide reference for the future to improve the management level of rural road maintenance.
