Study On The Safety Problems And Countermeasures Of Rural Passenger Transport In Huaihua City

In recent years,under the action of the government concerning about the problem of the "three rural issues" policy and attaching great importance to the western development strategy, China's remote western mountainous rural passenger transport developed very quickly, and achieved good results, but also exposed a series of questions on the safety and management.which had led to frequent traffic accidents and a lot of casualties and property loss. This had made bad influence on the social production.This article through to the Huaihua rural passenger safety accident investigation, analyzed the law of rural passenger safety accidents, summarized the current problems in the operation of the Huaihua rural passenger transport problems. On this basis, from the natural factors, rural passenger transport, human factors and safety management, four aspects systematically analysis the factors affecting huaihua rural passenger safety, it is concluded that the huaihua rural passenger traffic accident prone, not just because of poor road conditions and driving personnel causes such as safety consciousness weak, the applicability of the vehicle and functional insufficiency is the main cause of rural passenger transport safety accidents.At the same time, in view of Huaihua City, the existing rural passenger vehicle, condition, this paper presents for Huaihua rural passenger safety evaluation index, using the fuzzy comprehensive evaluation method in Huaihua City rural passenger vehicles on a merit based selection. For passenger transport management department of safe and orderly management of rural passenger transport vehicles provides technical support.Finally, from the macro management level is proposed including specification of rural passenger transport vehicles, the implementation of rural road custody mechanism, strengthening the construction of rural passenger transport management and yard, establish and improve the rural highway passenger traffic safety management system, deepen the traffic safety education and a series of active rural passenger safety countermeasures.
